Want to get passport

(Querist) 06 December 2013 This query is : Resolved
Dear Sir,
I'd like to know that my uncle is 50 years old and he wants to get a fresh passport.
He is only holding class 8th certificate, voter ID card, ration card, adhar card and PAN card but not have birth certificate or higher education.
So are these document enough to get a passport?
Thank you!

not a legal qauery.

It is query on procedure made without consulting passport office.
