Bills not being paid by client

I HAVE A BUSINESS AND ITS BEEN RUNNING FOR YEARS NOW BUT ONE THING IS ALWAYS A HINDRANCE. CLIENTS DO NOT PAY THEIR BILLS.
WE ARE INVOLVED WITH EVENTS.WE PROVIDE INFRASTRUCTURE FOR AN EVENT TO RUN SMOOTHLY.OUR CLIENTS ARE EVENT MANAGERS. WE HAVE SOME BILLS DUE FOR MONTHS AND EVEN YEARS WHATS WORSE IS THAT THE EVENT MANAGERS DO NOT RESPOND TO EMAILS OR CALLS OR TEXT MSGS. WE HAVE TO PAY SERVICE TAX EVERY QUARTER IRRESPECTIVE OF WHETHER THE CLIENTS PAY US. WE HAVE LABOUR CHARGES TO PAY ETC .HOW CAN WE SUSTAIN A BUSINESS LIKE THIS? WE CANNOT EVEN INVEST IN NEW AVENUES.
SO I WOULD LIKE TO KNOW IF THERE IS ANY LEGAL WAY TO MAKE THEM PAY UP. IS THERE A LAW THAT STATES THAT CLIENTS HAVE A CERTAIN AMOUNT OF TIME TO PAY A BILL ONCE ISSUED? OR ANYTHING.ITS GETTING VERY FRUSTRATING. THANK YOU

if clients dont pay as per terms and conditions of contract issue legal notice . file summary suit if they dont pay

Legal action demanding payment is the avenue left and available which is costly and time consuming.
May ask for PDC towards payment.

Everything is possible. Execute prior agreements, obtain PDCs and if your client do not follow the agreement, serve legal notice and initiate legal action accordingly.
There is no other legal mode in the given case.
