Study leave during probation period

is there any provision to take study leave (to complete phd) on probation period of a job of assistant teacher in junior high school in up goverment??

No scope of study leave during probation period. Minimum five years of service is desirable with permanent status is desirable under the provisions of service rules of almost every department/ organisation.
