You may post the link to such policy.
The Ministry of Finance had also released guidelines on Transfer Policy.
First of all exhaust the internal remedies and escalate to good offices of appointing authority, MD etc and take help of Bank employee's unions as well.
Even if there is no policy and transfer is due to malice and is malafide it can be contested.
You may show the service rules and conditions and policy to an able counsel before you proceed on your own.

Ms. Puja,
What kind of action do you propose to take against any or all the banks, on whose behalf and in what capacity of yours?
Why don't you discuss your own problem with the nature of action taken on your part and the present status of the case, instead of asking a general academic query?
