Counting past service of exservice men in department exams

Sir,
Will the past service of exservice men get counted for appearing in Departmental promotion(competitive) tests.if counted will i get service relaxation in service condition in next exam if the exservice is presently junior to me.

Suppose an exservice men joins a psu in ex service qouta as postA in 2015. Then the psu notified promotion exam in the year 2016 for postB FROM postA for candidates having service condition of say 5 years .in this condition can he appear in the department exam by taking the needed service in this case 4 years from his past service in armed force ( 1 year in psu + 4 years past service in armed forces total 5 years ) so that he can appear in the exam conducted in 2016.if he is allowed will the seniors of the same 2015 batch get any relaxation in service condition as stated in DPE guidelines...for the exams
