respected sir, please help me.
I am a state government employee. after my job retirement. I have some amount. With this amount I constructed a building. It is in Majaor Grama Panchayat Limits.
Previously I get only 3 Floor of approval from Grama Panchayat.After that I constructed another 2 upper floors. resently I got regularize the building with paid to penalty amount to Panchayat.
But My neighbour black mail me to demolish the building for deviation. He ask 20 lakhs other he get suprement court order to demolish the building. please help sir,

1. Local Gram Panchyat office has NO "legal jurisdiction" to grant permission or approve or regularize or sanction any plan to construct buildings.
2. ONLY the local zonal Collector ot the Town Planning dept., has "legal jurisdiction" to grant permission or approve or regularize or sanction any plan to construct buildings.

It depends on the concerned place and if your Place's Limit is under GramPanchayat you are Right.

Check locally with superior office of Gram Panchayat if regularization/compounding etc is within the powers of Gram Panchayat.
RTI can be better option.

If you are outside limits of say : MC, then which authority issues approval/permission and also regularization/compounding etc.
You may inquire locally.

If Gram Panchayat has the power/discretion of regularization/compounding etc and its actions then you can relax, otherwise as suggested by Mr. Hemant Agarwal, you have reasons to be concerned.

Discuss with local lawyer and get the construction need to be regularized from some other agency also.
Do not bow before the blackmailing of the neighbor, once accepted he / others would follow.
Lodge FIR with the police against blackmailing in case of need.
