Regarding excess fee by a pvt engg college

respected persons,
I kindly need your advice/suggestion regarding one issue.
i want to ask one thing happened to me 8 years before.
i have written a entrance exam conducted by anna university, chennai. tancet.
based upon my entrance marks i got admission into mca in a self financing engg college,chennai . but govt quota seat. got allotment through anna university official counselling only.
as per govt rules of anna university & directorate of technical education. fee for govt quota is only 30k per year.
but my college collected fee 60 k per year.( mca 3 year course. when i was studying. )
so 60 X 3 years = 1,80,000 rs i have paid.apart from this every semester i have paid common breakage and extra 1200 rs. if a student didnt paid common breakage they wont give hallticket for semester.
we are paying exam fee apart from college fee. anna universing sends hallticket to college. but while giving hall ticket to students they are getting money in the name of common breakage.
actually my friend who also got admission into a self finance engg college, govt quota seat as per anna university counseling. for him fee 30k per year only.
one pvt college getting fee 30k per year for govt quota. but other college getting fee 60k per year for same govt quota.
regarding this already i have sent complaint through post to anna university student affairs and tamilnadu hr education secretary. no action was taken by anybody. the only proof which i'm having for my complaint is acknowledgment card for the post which i sent to hr education secy.
i'm from normal middle class family , i know how much my dad struggled to pay fee for me yearly.
my question is.
if i filed a case regarding this now. will i get my extra paid money back with interest.is it possible to file a case in which all things happened during 2009 or 2010?
