We have a trade mark registered in India under the trade mark act 1999. The said mark is used by a US based Company to who are using the website domain name www.xyz.com which is same as ours. Can we send the US Company a notice to cease and desist in view of our Registration of the Trade Mark in India.

Yes you can send notice to US company. But correct action would be filed petition in WIPO/ICANN for removal of domain name
