What is imponding of passport by passport authorities?

An Indian accused is in USA and he received a show cause notice (at Indian address) from passport officer and later his passport has been impounded? As far as I understand, impounding of passport means seizure of passport means "to seize and retain the passport in legal custody by Passport Office".

Now as the person is not in india, how can his passport be impounded?

As soon as the passport officer impounded his passport. The holder of the passport can not travel one country to another. It is better for him to surrender himself before Indian Consulate.

Unless there is physical production of the pass port before the concerned authorities it cannot be impounded. Such an order is neither legal nor prudent.
