Dear Mr. Himadri,
I think you on a free lance expedition rather than attending to your immediate problem at hand. The best way is to approach a lawyer and to get the job done. If you have to first understand as to what is the full form of CAT; then
the Govt. of India rules on the matter of transfer and then detailed procedure for seeking redressal from CAT and then to approach the CAT, it would be too late in the day. In your position, I would have first approached a lawyer and discussed and handed over my case.

Mr. Bhattacharjee, from your other queries, it appears that you are bank employee, so forum of CAT is not available to you. You have to seek remedy before High Court under Article 226 of Constitution of India.

Mr. Bhattacharjee,
If the observation of Mr. Kriti Kar is right, it seems you may be adopting a wrong path in going to CAT. So, better adhere the advice of Mr. Ramachandran instead of wasting even a little of time in such a matter before it is too late to seek redressal to your service matters.
