It depends, in which place your epf account registered by the employer.

RTI applications are resorted to merely to collect information. It has to be filed in the office in which the information is available. U will only get information to the extent it is available. What has it to do with your submitting the documents to the employer?

Why do you want to file such application? What is its aim?
If it is for withdrawal of your dues then directly write a simple letter to RPFC and complain against non-receipt of your withdrawal and it is sufficient to do so.

you must be having your EPF registration No....this is compulsory number...you can directly withdraw your money or deal with the account without any interference of the employer.
you may use the instant remedies rather than resorting to RTI.
otherwise, you may file the RTI application with the office concerned, if necessary.

RTI application can be filed before either the Delhi office or Hyderabad office quoting your EPF account number. Only information can be asked about this account number. Questions can not be put in the rti application. Suppose if the information is not available in the Hyderabad office, then your rti application will be transferred to the Delhi office under intimation to you for providing you the desired information.
