Non advertisement of corrigendum

Sir,
One tender was floated by BSNL which was advertised in news paper and posted on web site. Subsequently a important corrigendum was made and posted on site but not published in news paper. The technical bid was opened in which one of the participant objected that the corrigendum was not published in news paper. Whether is it compulsory by law that corrigendum must be published in news paper even though it was posted on web site?

Proprietary of things demand that but not the law since a tender is an invitation to offer and not the offer.It is parties who fill in tender makes the offer and party inviting tender has right to accept or reject any tender but in public domain government or its PSU(S) can not exercise their this right of rejection in discriminatory manner.

the non publishing of corrigendum itself shows malafide on the part of BSNL
you have seen the 2 G scam impact....move ahead with appropriate legal step against BSNL....make the fact public and let the liability of the concerned officers fixed.
