Transfer of flat in co-operative husng society

I want to sell a flat in Nasik maharashtra. but a chairman of society refused to sign on NOC. Reason behind it is he want to purchase my flat, I am ready to give but he wants to purchase as per government rate not as per market rate.
I already made a deal for my flat and I want to sell now what is my next action plan to overcome this problem. As per me he can not force me to sell a flat to him. I really appreciate if anyone can guide me.

you dont need NOC from chairman to sell your flat .as per model bye laws no NOC is necessary . compalin to regsitrar against society .

no right to give noc for yours. if then you complaint against him to the society with if any proof of details.

To obtain clearance for society dues,and no need to obtain No-objection as per by laws then u can transfer/ sell your flat.
