you area jurisdiction sub court or district court. you must file civil court.

caveat petition for what? you can file it before any court according to your expectation that which court may pass any exparte order against you.

its may be munsif coourt/sub court/district court. if its already decided matter mean you can file it before high court also..

If you are in apprehension that the other party will approach to the court against you for injunction, you may file caveat.The advantage for filing caveat is the court without notice to the caveator shall not pass any order against you.
