Applicability of g.o.i. service rules

Dear Sir,
I wish to know the scope of applicability of central govt posts and service rules in case of PSU's / Navrattana companies /Autonomous Bodies. Are the G.O.I. rules equally applicable on the above mentioned sectors / organisations?

These Rules, orders and instructions are forwarded by the Bureau of Public Enterprises to all the Central PSUs, as guidelines to be adopted so that thier own rules and instructions should not go against the spirit of such rules and orders. But such rules/orders do not become automatically applicable in the PSUs unless these are adopted and approved by the Board of the concerned PSUs to be made applicable in the concerned PSU.

Rules apply to PSUs by adoption.

Govt instructions are elaboration and interpretation of the rules and serve as guiding principles fro PSUs which have adopted (or copies) such rules.
