(Querist) 22 January 2013 This query is : Resolved 
Can the office authority investigate any document which is unsigned and claim it is submitted by me.
If no, what are the remedial measures available to me as the office authority is vindictive and has an ulterior motive to punish me even on flimsy context as they are claiming that circumstantial evidence proves that it was submitted by me and trying to frame charges under rule 16 of CCS (CCA) rules.

If the same is filed before it then the court/tribunal has power to check its genuineness.
