Complaint/disciplinary action against employee of central administrative tribunal

An employee of a Bench of Central Administrative Tribunal (CAT), working as a closed staff of a Member of a Bench of CAT misusing the name of CAT and its member to influencing the local police and administration in a personal matter against me. The member too, recomending and presurising the higher officers of police and administration for employee's interest.

In this situation what can I do? How and in which manner and whom I can register a complain against the employee for Departmental Action.
