What is possession document fo a vacant land?

In a petition to the district collector, my
petition was rejected on the grounds that I had not enclosed a 'possession' document to prove my ownership and possession-It is pertinent to note that my land is a vacant
'patta' land with clear title.
It is also not clear as to who is authorized to issue such a document for a vacant land?
More importantly what is the supreme court ruling on such matters?
Whether anybody can claim 'possession' over a property without proper title/patta etc.?
Also whether anybody can claim essential services like water/electricity etc. without having legal title or ownership?
Kindly help me with the details.

You have so many questions without stating facts.

Did you file the patta accompanied with report of handover of possession.?

Is it agricultural land?

Dear Jurists,
I had submitted all the land document
copies along with my petition like the sale deed in my father's name/chitta and Patta in my dad's name/vacant land tax receipts paid by my father (up to date)/Registered settlement deed to my name/
Registered Rectification deed(because there was a typing mistake in the survey number and one of the boundary)Town survey transferred to my name/Nil encumbrance certificates/Police complaints registered against the trespassers/FIR registered against the trespassers/bogus patta copy and other documents submitted by the trespassers to the judicial magistrate court and also police station/bogus sale deed indicating a non-existent survey number used to register documents/Bogus and fabricated Town Survey Patta prepared by the trespassers and more importantly the report of identification of ownership of land from Village Administration Officer obtained under R.T.I which clearly identifies my ownership and also notes the transfer from my Dad's name to my name.('A' Register and Town Survey Register).
I also wish to clarify that it is a non-agricultural land purely meant for residential purpose.
The P.A to the collector himself had personally rechecked my enclosures before acknowledging acceptance and yet shockingly my petition was not considered for investigation - I believe that this may be the handiwork of a deputy tehsildar of my area who was also present on that day.
