Father-in-law alleges husband for cyber crime

A person’s wife is lived out of India. The divorce case is pending u/s. 13(1)(ia). Husband’s has created fake facebook profile of his wife. Wife’s father is lived in India. Que. Can wife’s father apply in police station for cyber crime though his daughter is married and lived out of India?

Father in law of the mentioned husband can definitely file a complaint under Cyber cell of police as it can be done by any citizen as per section 190 of criminal procedure code.
