Is completion certificate same as occupancy certificate

I have purchased flat in kalyan. Builder has sent me informed me that it has received completion certificate from KDMC and I can take possession. For my query about occupancy certificate for the building, it was replied that both are same.
Is it correct. From whatever I have searched and understood it seems both are different. Please clarify.

both are different though both are issued by KDMC . OC issued by KDMC means that building ha s been completed as per sanctioned plans .

Your perception is correct. Completion certificate does not mean to certify some one has occupied the building/ flat or not. Completion certificate means the building has been completed as per the approved plan without violation of legal provisions or on compounding of offence, if any.
So, the reply of the builder is quite misleading.

Thanks for your replies. I met official from builder office today after posting my query. He said this (completion certificate) is only thing they provide and provided me copy of it. KDMC has mentioned that water supply will be provided only after some planned projects scheduled by KDMC is completed.
So can I take possession of the flat based on completion certificate ? Are their any legal hurdles I can face in future by just having completion certificate.

1. U/s 353A of the MMC Act, the empanelled Architect /Developer has to submit the "Completation Certificate" to the municipal authorities.
2. Consequent to above the municipal authorities, issue "Occupancy Certificate (OC)" which means that the erected building conforms to the sanctioned plans AND flat owners may occupy the building. It would be illegal to occupy a building without "Occupancy Certificate (OC)" issued by the municipal authorities. BUT then again, majority of the buildings, are occupied without OC.
