Use of abusive language through sms during official work

Dear sir,
During the official work, I had given SMS message to different department officials to attend meeting in next following day.
However, one of the department official has replied back through SMS stating " who the bloody hell has decided for the meeting you idiot?
I protected his reply and also submitted a compliant to my senior officer.
My point is: Shall i have right to take legal action on the concerned who used abusive language and how to approach . Kindly reply

Usually for such matters there is a well place system and hierarchy in each establishment.
If you have sent the message on behalf of some other official that has to conduct the meeting (say you are a PA,PS,ES) then insult stands inflicted on that official too.
Escalate to one and all and exhaust the internal remedy.
Your lawyer may opine that you can proceed in your individual capacity too.

already you lodged a complaint before the official authorities.
you can not invoke penal provisions before court of law for the same.
