14. Public demonstrations in honour of Government servants
No Government servant shall, except with the previous sanction of the Government, receive any complimentary or valedictory address or accept any testimonial or attend any meeting or entertainment held in his honour; or in the honour of any other
Government servant:
Provided that nothing in this rule shall apply to
-
(i)a farewell entertainment of a substantially private and informal character held in honour of a Government servant or any other Government servant on the occasion of his retirement or transfer or any person who has recently quit the service of any
Government; or (ii) the acceptance of simple and inexpensive entertainments arranged by public bodies or institutions.
NOTE :
-
Exercise of pressure or influence of any sort on any Government servant to induce him to subscribe towards any farewell entertainment if it is of a substantially private or informal character and the collection of subscriptions from Class III or Class IV employees under any circumstances for the entertainment of any Government servant not belonging to Class III or Class IV, is forbidden.
This implies if such rule is flouted the accused can face disciplinary action.

Although Mr. Rohit Sharma has replied your query, but your query is absolutely wrong, as Rule 14 of the CCS Conduct Rules is not imposed, but has to be observed by the Government employee.
I suppose, you have not even stated the correct set of rules, as CCS Conduct Rules were not given effect from 1965, but were introduced in 1964.
I know your query is purely of academic nature and you do not know the exact nature of rules, Howevr,, if any problem is directly related to your own service matter, better discuss your real problem, if you want appropriate guidance on the issue.

You have not asked any query.
You have set question paper for promotion examination.
The question paper has also been set in a way that cannot be replied by a candidate who has read rules.
You have considered this to be astrological forum where any PREASHNASHSTREE would know the query and reply accordingly

This is a purely academic query. First the querist should tell the actual purpose of the query. Is it that he is issued any charge-sheet? or only for some academic purpose?
There is no clear cut answer to this type of question. Outcome of any proceedings is based on the facts of the case.
