sir,
if rental agreement and lease agreement is not registered what would be the validity of that ? is it enforce as an evidence in court?

In view of the collective reading of Section 17 & 49 of the Registration Act read with the provisions of Indian Evidence Act Registered Document do have more evidentiary value but otherwise you need to corroborate the content of the document relied upon with other circumstantial evidence.

Fee/stamp duty depends upon the rate and period of rent and also its rates are different from one State to another.
So it is better to obtain complete information from some local deed- writer.

registration of lease deed is mandatory. License for what?.
Regdn., fees depends on the state stamp act, so visit the sub registrar office to know the stamp duty.
