Getting delay in obtaining legal opinion from panel lawyer

Sir, in order to purchase a plot i approached one of our panel lawyer for legal opinion(I 'm bank staff). Almost 1 month gone. He was busy with his job.
Whenever I see him, he use to say come by next week. At present this lawyer know some details about the plot. If i choose another lawyer it will take again more is no. Of days. Is it his duty to give legal opinion or will he simply postpone as per his wish. I have submitted the papers asked by him too.please guide me

Lawyer on panel of Bank is being paid from the funds of Bank and s/he is oblidged to provide service to the Bank for which s/he is paid.
Despite the fact you are a bank employee you are seeking legal consultancy for a "private" purpose for which s/he is not engaged and paid. S/he is not duty bound to render any professional service for your "personal and private" legal advise.

If you are seeking legal opinion for Bank loan, the lawyer should provide, provided you / bank has paid his professional charges.
If he is delaying, obtain from other panel lawyer, inform your head office accordingly through proper channel to remove the lawyer from panel.

Whether you are bank staff or not is not relevant. If you are obtaining a bank loan, the bank should refer officially to its panel advocate for legal opinion. The Bank has to directly pay the fee, of course, debiting from your account. If your case is in these lines, the Bank can ask him to speed-up the process. If it is for your personal purpose, it is purely an obligatory service and you are at the mercy of the advocate.
