Whether nominee names were attested by your late father or not? When submitting GPF nomination form, every employee shall provide nominee names with his signature and get it attested by his employer/Head of the Office.

Nominee names are not attested by anyone...

Vague query. You have not mentioned to which class your father belonged, i.e., Gr.A, B, C or D.
Moreover, if book for GPF is issued, the book does not contain independent attestation of nomination.

Though the GPF passbook is in office, the GPF is personal of an employee. and hence he shall file the names of nominees and it should be get attested by the Appointing Authority.

Your problem does not seem to be real one. Gazetted Officers are not supplied with any GPF Passbook. Instead, they are supplied with only annual statements of balances of GPF So, question of nomination written or attested does not arise on any such non-existing passbook. If you have any passbook, you may send scanned copy of the page consisting of particulars of your father with mention of name of nomination to any of the experts you can rely upon.
