Grahak panchayat legality

I have made a complaint to police regarding my new flat which is under construction.The builder has taken a token money Rs.1 lakh and given me a receipt,but now he is avoiding to go for aggreement.

Police says that,I should go either to Consumer court or Grahak Panchayat. What is the legal standing of Grahak Panchayat and consumer court.Does my case comes under either of these two.

you can approach to Consumer court or you can file a recovery suit before civil court, you can file a specific performance case too.

Consumer forum is correct forum but I do not know about Grahak Panchayat. You can file civil suit also and criminal case too.

amazingly you can avail all the three remedies at a time. No bar any where.

Only civil remedy is available to you.

no use of criminal compaint.

This type of case should go before the consumer forum for quick relief. Grahak Panchayats are meant to guide and assist the aggrieved consumers. They are not adjudicating bodies.

I think ,I will file my suit in civil court.No use of beating around the bush....Thank you all of you sir.
