Grampanchayat power to approve construction plan

Hi,
I am planning to reconstruct my home at my village in rural pune.
I want to avail loan for this, but bank is asking for approval from collector.
My question is, Approval letter from Grampanchayat is valid in any cases?
I read some articles on this, as per those articles grampanchayat can give approval to plans with below 0.4 FSI.
Can anybody please clarify this?

1. IF construction area (plot of land) falls in Goathan (village) area, THEN Gram Panchayat permission is sufficient enough for ALL purposes, without any reference to permission from collector /tahsildar's office
2. IF not in above Gaothan area, THEN proper permission is required from collector /tahsildar's office
