Discuss with Local Advocate and proceed in filing a suit as per his guidance. If the nature is in Public Interest with out your interest involved you could file a PIL suit in High Court and if it is of your personal interest a suit could be filed in concerned court.Discuss in detail with your Advocate.

You could also send a letter thro RTI to find out why there is No Reply.

Very bad proposal. That is sure to bounce back on you in several ways. Think 10 times before implementing your thought perception.

Investigations take time on complaints. Any complaint is not treated as correct until proved correct during investigation. After investigation, RDO would be obliged to submit its report to the Collector. Action may still take some more time on the part of the appropriate authority even after report of the RDO and allocated to the competent authority by the Collector. You may however, pursue the matter by sending reminder or asking for the status of the case by use of RTI.
