Suspended head constable of the Police Transport Organisation, Giri Prasad Sarma, who was let off the previous night after holding a Superintendent of Police hostage for four hours, was slapped with a criminal case on Thursday.

The Saifabad police invoked Sections 365 (kidnap), 189 (threatening to injure public servant) and 506 (criminal intimidation) of the IPC against Sarma.

The SP, Laxminarayana, was detained inside a mineral water shop run by Sarma at Adarshnagar on Wednesday night.

After four hours of high drama, Sarma released the SP following assurance of the DGP, V. Dinesh Reddy, to examine demands put forward by the suspended constable. The Saifabad police didn’t register any case immediately and let him off soon after the SP was released.

On Thursday morning, Sarma met the DGP in the latter’s office.

He, however, declined to divulge the details of his conversation with the DGP. By evening, the Saifabad police registered a criminal case following a written complaint sent by the SP.

Meanwhile, the DGP ordered an inquiry into the abduction of the SP by Sarma. The AIG (Administration) will inquire and submit a report to the DGP.

Claiming that he was suspended only for lodging complaints with senior officers, Sarma specifically named another officer Vijay Kumar, who he alleged had maltreated and abused him several times.

A suspended head constable of the Police Transport Organisation held one of his superiors hostage at Adarshnagar near Birla Planetarium on Wednesday alleging corruption by higher-ups in the organisation and seeking action against them.

After more than four hours of high drama, the suspended constable Giri Prasad Sarma, released PTO SP Laxminarayana, following an assurance from DGP V. Dinesh Reddy, over phone that corrupt officers would not be spared.

The abduction drama unfolded in the evening when the SP went to a shop run by Sarma near the planetarium. “We’re told Laxminarayana met Sarma there sometimes,” the police said. It is not yet known what had transpired between them when they met in the evening but Sarma got two shutters of the shop locked from outside by his worker.

Around 7 p.m., he rang up some TV channels stating that he had kidnapped the SP and held him hostage inside his shop. “I have 40 litres of petrol with me and will kill the SP if the police try to break open the shutters,” he threatened by sending text messages over mobile phones.

As TV channels ran scrolls, Central zone DCP Tarun Joshi, and PTO IG V. Venugopala Krishna, rushed to the building. While they began persuading him not to harm the SP, the Task Force officials and the Quick Response Teams took over the area. Barricades were erected on all roads leading to the planetarium while discussions with Sarma to release the SP continued.

As channels went live, Sarma called up a couple of channels to list his demands. The head constable maintained that he was under suspension for the last seven months and was going without salary, for questioning the corrupt practices in his office.

Claiming that he was suspended only for lodging complaints with senior officers, Sarma specifically named another officer Vijay Kumar, who he alleged had maltreated and abused him several times.

Several of his colleagues and senior officials of the PTO, who gathered outside the building, repeatedly requested him to set the SP free but he didn’t budge.

They even made him talk to the Home Minister but to no avail. Finally, Mr. Dinesh Reddy gave him an assurance over phone that his demands would be considered and justice would be meted out to him. Sarma called up his worker, who came and unlocked the shutters, ending the high-voltage drama that kept city police on tenterhooks for a few hours.

A suspended head constable, who created flutter after allegedly holding his senior hostage, today met Director General of Police(in-charge) V Dinesh Reddy here even as police were in the process of registering a case against him.

Giriprasad Sarma, who held Superintendent of Police Transport Organisation (PTO), E Lakshmi Narayana, in captivity for more than four hours and later freed him late last night after intervention from the DGP, met Reddy and admitted that it was a mistake on his part to keep the police official in captivity.

In order to highlight the "irregularities" in the PTO and seek revocation of his suspension, he had resorted to the extreme step, Sarma said. It was only after an assurance from Reddy that the hostage drama came to an end even as Sarma had threatened to kill his superior and himself if attempts were made to free the SP.

Sarma claimed that Reddy assured him that he will be given fresh posting in the DGP office and his other demands over alleged corruption in the PTO, besides seeking
action against some officials, will also be looked into.

"No action was initiated over my earlier repeated representations on the matter and instead I was suspended. I was angered...because I was without salary for the last seven months and hence took the SP into hostage," Sarma told reporters, after meeting Reddy at the DGP's office.

The SP has pardoned me over the incident, Sarma said and further claimed that the DGP had told him that no case will be registered against him in connection with the matter.

However, Saifabad police were in the process of registering a case and were awaiting a complaint from the PTO. "...we are going to register a case after receiving a complaint and charges, whether to book an abduction or attempt to murder case, will depend on the contents of the complaint," a senior police officer told PTI.
