If your organisation has prescribed for notorised documents, that must also have prescribed procedure for the working executives to be followed in identifying such documents.

Please
I have made frenchisee agreement , and ask to frenchisor to give me duly notarised and registered copy of the agreement, but he has done simply notarised.,without registering, now frenchisor made fraud and cheated with frenchisee, also we are trying to make fir, so police officer asking this is not valid registered notarised agreement, we cannot accept and confused to making of fir.

Unless the agreement is about an immovable
property,law does not require its'registration.
Still you have not stated of what kind this franchisee was and what fraud has been played upon.
Police is not empowered to look into validity of agreements if a case of fraud is made out of words of FIR lodged.

Police has no authority for determination and examination of any document relating to a complaint whether it is registered or not. Police has to act according to Code of Criminal Procedure, and Police Act and discharge his duties following Police Manual.

There are lot of frauds in Notarizing the documents. Many notaries do not register the document in their notary register and simply put their signature and stamp. This is not a registered notarized document. That was exactly your problem. But as rightly pointed out by Expert Biswanath Roy, it does not matter for the police for taking up the investigation.
