Sir / Madam,
A person having many PAN card, Driving licence, Bank accounts. In all different names, different fathers name, different date of birth, but photo is the same person. He cheats banks and financial companies, etc... by taking loans or some other financial dealings. He cheats many peoples, in that one is my friend. This person is from a police family. So if give complaint in police station, they do favor to this person. I want to complaint this person for the interest of others. I like to know where I can complaint of this person.

there are various authorities like Election Commission, Deputy Commissioner, Economic Offences wing, Vigilance Cell/ Bureau which can be approached for the concerned purpose.
the police may not act but once the aforesaid authorities recommend then the action is mandatory to be taken.

In case you feel threatened by police relatives of the accused and if you find that they are trying to intimidate you then you can file seperete FIR against them.

If your friend (not you) is cheated by the said person, why you want to make complaint, why not your friend himself, who has been cheated?
