Is chaiman required for agreement to sale / assignment deed as consenting party

Hi All, Please Help Me

I am member of registered Hsg. Society (Maharashtra, Pune) having open NA plot. I am willing to sale it to another person but our society chairman was not coming for signature on Agreement to Sale as consenting party. 7/12 extract was on the name of Society & I got NOC from society for Sale of Plot.

My Question :
1. Is chaiman required for Agreement.
2. Is there any way to do this without him

agreement for sale would be between you and buyer . you dont need chairman as consenting party just NOC letter from society would suffice

You even don't need NOC for the sale of your free-hold plot from the soceity. Chairman is not a statutory authority to provide NOC.
