yes it can be, but to have access to the HC library you will have to seek help from a lawyer. Otherwise a party in person is not allowed to have access.
if you have got citations then you may talk to your local counsel as well for the judgments.

Let alone party in person, anybody, even if he is not a party in the writ petition, may apply for and obtain copies of any high court. They are public documents and not necessary that only parties or only lawyers need apply for copies.
