Land conversion

Respected sirs/Madam
An agricultural land of one acre out of which a part of it was converted for residential purpose. After ten years the same landlord has applied for conversion for the entire land including the converted part. The point of again applying for conversion for the converted part is legal or not

Whether permission of conversion the constructed part was obtained previously?

If yes no need to get the permission again.
