Land issue

Hello everyone, we have a piece of land that was in my father's name. After he passed away, I attempted to transfer the land to my mother's name. All the survey numbers were successfully transferred except for one, because it wasn't listed online at the time. As a result, that particular piece of land wasn't transferred to my mother. Now, I'm planning to build a house on that land, I have the passbook xerox , and the land isn't showing up online. However, we do have the 13B & 13C documents for the land, along with a Xerox copy of the old passbook as proof. Can someone please advise me on how to proceed?

If this property is still on your father's name and the revenue records have not been transferred to anyone's name then you may have to first transfer the property to your name with your mother relinquishing her rights in the property by executing a registered release deed, only after that you can apply for construction approval before the concerned author ties to construct a house over the vacant land.
If it is an agricultural land then yo may have to even convert the same into non agricultural land by an order of the commissioner of land revenue department.

Are only your mother and you the legal heirs to your father, or do you have siblings? Regarding the survey number that is not online, did you request the revenue department regarding the missed survey number? after getting the details of the total property, then all the legal heirs shall relinquish their rights over the property of your father in your name or mother's name.
