Legal heir certificate

Hi

Can anyone please help me to understand what is legal heir certificate? when/why is it needed? who issues it? does it relate to just immovable property or is mere certificate stating legal heirs details?

Apply for succession certificate. Legal heir certificate is not recognised in many states like WB.
