Lien in government service

(Querist) 10 February 2015 This query is : Resolved
I joined haryana government by appointment through transfer from UT chandigarh through proper channel. Can I retain the lien till I am confirmed in Haryana or two years whichever is earlier? Also, will I be employee of UT or Haryana government during Lien period? If employee of UT then do I need to deposit PF in UT or can I deposit it in Haryana?

venkatesh Rao (Expert) 10 February 2015
Since I could not lay my hands on the particular rules governing in service, based on Karnataka Civil service Rules,my reply is:
If a confirmed government servant is appointed to another service in government, his lien in the original post shall not be raised (Even with his consent) unless he is confirmed in the new post. As and when he is confirmed in the new post, his lien on the earlier post stands vacated by legal consequence.

Consult departmental service rules of both and also permission / joining letter in this regard.

during lien period you will be employee of new employer.
