1. IRRESPECTIVE of the "society bye-laws or society approval", it would be "illegal" to construct anything on the open terrace /balcony, of any kind. The Society has no legal jurisdiction to permit /approve enclosure of the open terrace /balcony, or to levy Penalty /Fine on the same.
2. Under the local Civic laws /rules, "open terrace /balcony" is an mandatory OPEN SPACE, where enclosures of any kind shall be illegal and remain prosecutable by the local civic authority.
3. HOWEVER looking at the complete gross apathy and administrative failure, the local Civic bodies hardly takes any legal action on such illegal enclosures of "open terrace /balcony"
