May i ask someone's caste under rti act,2005?

Sir,
May I ask someone's caste under RTI act? What to do If my question is rejected for answer as the concerned office treats my question as the third party info seeking question?

I want to ask someone's caste at MRO/Tahasildar office,under RTI act. can they give me in written doc, or reject it by saying it's third party info. ?Please reply sirs, it's very important to me.

Well Advised by Senior Mr.R.K.Nanda Unless and Until you have a Justifiable Reason with Public Interest your application will not be entertained.

Thank you sirs for your valuable advise. Shall I include my justifiable reason to my query by RTI? Because the person's caste is not ST,and it's well known to everybody at our place. He in fact belongs to EBC category. But the person had submitted fake ST caste certificate at his appointment in our DAE(Depot of Atomic Energy,HWP(Manuguru))and doing job since 1987. Might be he got it by fraudulent means. So why don't I ask his social distinction/caste at concerned office with the help of RTI Act? Can't be it a justifiable reason? If it be so, how can I approach the office, whether by an application seeking his caste or by the RTI? Please suggest sirs. It's now important to me.

RTI would be Valid with Such Valuable Reasons and Even a Complaint to be made to the Vigilance dept of DAE stating all the Facts and Evidences.

That fake ST certificate holder has better political influence and earlier he had even managed the higher officials of the deportment since he was an union leader too, when an ST employee had once raised his voice against him and complained in written about him at departmental head office's vigilance section,Mumbai,but in vain. He even influence and may bribe the officials by offering huge money at the state-wise ST commission, Hyderabad. So personally I must have to prove his is fake one where he was issued that certificate.Unless I prove it counterfeit, I may not be succeed in it. That's why I wanted to prefer to use RTI Act. But This Act seems not going to help me in this case. What to do to do Rajendra K Goyal sir. In case I failed to prove his real social status, I have bear unexpected consequences at my local area as he is fully capable of shutting my mouth with the false police cases by the help of local police. That's the problem,sir

At the first instance gather all the proofs regarding his original caste and submit them to the concerned authorities,instead of keeping on questioning the legal experts with UR imaginary replies.

First of all did you filed any application to the PIO of the Revenue Department under RTI act? If not file application under RTI Act, 2005. Even the information relates to the third party, and the third party objects for giving information, the PIO has the discretionary power to overrule the objection of the third party, in case he decides there is a larger public interest.

If the PIO rejects the information, then file first appeal to the first appellate authority.

In case the first appellate authority also rejects, then file second appeal to the State Information Commission.

Sorry for very late reply sirs. With some known facts regarding that person, I've already initiated complaints on him and, as of now departmental vigilance team is investigating his caste by asking him his fresh caste certificate. I think he may not get it as local authority is denying to issue. To my fortune, some political parties and caste based unions too entered to force the quicker actions upon him. Deport. Vigilance office may start legal proceedings very sooner. Thank you sir for your great advise.
