Minimum % for llb course.my life is on stake.

Sir
I do B.Com pass in 2006 from Delhi University,with 41.5%,
i am from OBC category,then i take admission in Agra University in 2007
now i pass my LLB Final year in 2014.today i go bar council of delhi to get enrolled
they ask me how can you take admission in LLB Course with 41.5%,minimum percentage is 45% in LLB Course.they they accepted my document and say that bar council committee will decide your admission.then i paid fees of Rs.9800/-for my enrollment. my query is this what is my fault in it.if Agra University not obey there orders,rule and regulation,fine agra university,why i suffer from that. I pass LLB Examination which is require for practice as lawyer.Please advice me i have to take interview on 15-jan before bar council committee.

The question is not about the Agra University agreeing to educate you with the law curse. The question is about the eligibility criteria fixed by the bar council of India for getting enrolled as an advocate. so understand the difference before you shoot this question.
