Minimum Wages

While fixing the Salary, what should we compare with Min wages, is it basic or gross?

Is it necessary to include DA?

Is it necessary to include HRA?If yes, at what rate?

wages means all remuneration, capable of being expressed in terms of money, which would, if terms of contracts of employment express or implied, were fulfilled ,by payable to a person employed in respect of his employment or work done in such employment, and includes house rent allowance,
according to this definition your query about HRA , it is a part of the Minimum Wages which may be included in the rates fixed for the particular schedule employment by the State or Central Government time to time .
further DA rates under this act are base on the consumer Price Index and according to the basic wages of employees it is announced time to time.
This Act guarantee the wages as fixed for each and every schedule employment for the the category of worker in which he is working as skilled, semi skilled, unskilled or to some other category specified in the notification.
in my opinion if the wages are as per notification issued under the Minimum Wages act there is no need of adding further D.A if any demanded or otherwise and in the same way if HRA or in also in other names wages are being paid are not less than the rates fixed .
