Minority Institutions

What are the rights and obligations of these Instituions?
The Chandigarh Administration wants private unaided school to reserve 15% seats for Economically weaker sections of the Society.The list of no of students under this catagory has been made available on the website of the department concerned.
Now no info regarding the Convent Schools ( serving the elite class ) has been posted and the reason give is that they are minority Institutions. Are they right in taking refuge under this. Are they not supposed to reserve their seats first for the minorities and then take the other candidates.

Article 29 & 30 of Indian Constitution protects minority institution to follow the general laws applicable for Hindus rather such minority institutions can make their own rules to run their educational institutions thus the direction of Chandigarh Administration is not applicable over them and they are free to run their institutions as per their whims and wishes in the name of secularism.

I agree with Mr. Rajkumar.In St.xaviers College vs State of Gujarat,Sc held that the governing body of the college is a part of its administration.The right to administer is the right to'conduct' and 'manage'the affirs of the institution.
