Minpr age girl kidnaped

Dear
if minor 16.5 years aged girl being kidnapped by any accused person and fir got registered u/s 363,366a,120b and accused was jump away with setting of police officers ,pre bail was dismissed by session & also high court,accused personals announced proclaimed offender by court, now in the august girl is complete their age 18 please tell me what is option of statement of girl if she give in the favor of kidnapper these statement is valid or not . because police not arrested to accused for giving chance to accused due to setting with accused for completion of age issue
clearly i not want compromise at any level or condition with any accused
i have filed a case in lokayukta against police officers for setting with accused personals with corrupt hand lokayukta have issued finaly notice to sp or i.o for personally on first date and inspect all proof of complainant or poolice record

the case can not be compounded by the victim girl also.
It was a crime against the society and can not be compromised at the will of the complainant.
