Muncipal right for demolish a shop on the top of Cannal

Please give detailed information for thisfrom expert. In a tea shop was working in a cannal side in a Municipal area. One person coplaint aganist the shop has no liscience from the municaplaties. The Muncipal authorties issue a order to demolsh or taken away the shop from there with in three days . The property was purampoke, the shop has no liscence. THe shop owner was very poor , He and wife. two sons are liveing in this shops income still 18 years. The shop can survive or not. Any step we can take in this matter with law. Please give your valuable replay to how to act in this matter.

He can file an injunction suit against the muncipality after issuing the notice u/s 80 of CPC. But the shop is on the muncipality area so it is illegal to start shop on it.
