Mutation certificate not in builder's name

Dear Sir,
I'm purchasing a flat in Ranchi Jharkhand, which is under construction.
I want to ask that if the mutation is not in builder's name while constructing a flats is ok or not.
or you can plz tell me abt mutation of flat building..when it is getting constructed.

Then how is the builder claiming title to the property?

If so, title is not free and marketable with the builder.

Mutation do not confer title, it is for property tax only.
The builder should have marketable title, that is sufficient.
You are purchasing flat worth lakhs of rupees, pay "some" fees to a local lawyer for proper professional advise, which you can afford and shall be benefitted, hence contact and consult a local prudent lawyer.

As rightly observed by expert Dr. Vashista Sir, you should always get a proper legal opinion before investing into such a huge investment.
However there is no necessity to get the property mutated on the builder's nae, because the property shall in the landowner's name and the builder might have got a GPA on his name so the property cannot be mutated on the builder's name.
Provide the details or confirm the builder's status to the property.
