My apartment builder removed power supply

My apartment builder removed power supply to my flat from my current meter in my name, on false claim of extra amount on purchase of flat. Threatening that Unless I pay the money, no power supply will be given. I complained to electric department. They said power supply up to meter is their responsibility and outgoing from meter is not their responsibility and internal matter. Now what course of action to be taken for restoration of power supply to my flat

Electricity is termed as one of the necessities of sustenance and it is a criminal offence to curtail it, you may approach the police authority with a complaint in the matter.

You may also file civil suit for mandatory and prohibitory injunction in regard to supply of electricity against builder.

Lodge a police complaint against the builder,he is not supposed to disrupt water & electricity whatever may the reasons. It is an offence to disconnect electricity & water, the basic need of existence.

It is not clear what for he is asking the extra amount?
It is also not clear how much extra amount that he is asking?
It is also not clear what about the other apartment owners? Are they also facing similar problem?
From what date he has been asking this amount?

You should have to be clarified that what is "extra amount" asking by your builder. Then only we will come to an end for decision.

You have to file a suit before civil suit for restoration of electricity supply to your flat.

In that you can file a separate application seeking interim relief also.
