name miss spelled on passport

Hi, my friends father's name was miss spelled by nagpur passport office. There were no any flaws from his end. He has done with all formalities & submitted all required documents even though his father's name was miss spelled.
He tried to reach out to the passport office via help line which was given on the website bet no one was responding & taking the calls.
I was also one of the victim of this nagpur passport office & want to take this matter to fore.
I want to know under which head he can logged a complaint.
1. right to information office.
2. consumer forum.
3. Enforcement office.
Can he lodge his complaint under all 3 heads if not then please specify the reason. Please assist on this ASAP.

First issue notice u/s 80 of CPC to rectify the mistake within 60 days from the date of receipt of notice, otherwise you can file a suit for declaration. I think consumer complaint is not maintainable.

And here consumer complaint not maintainable. Also under right information act you can collect some information only. Under that act you can't sue for this issue..
