Non delivery of flat from the promoter.

My brother in law booked two flats in Bangalore. Full amount is paid to the promoter.
For the past 18 months the promoter is not responding for the delay in handing over the flats.
The promoter has not informed the reasons for the delay,
If he made any violation in the construction who is at fault.
please clarify.

May file a complaint with the consumer forum for deficiency of service asking compensation.

Has your brother complete documents issued by promoter?

First of all ensure it from a civil lawyer and only then decide the next course of action. May you be in need to file a police complaint against him against the charges of fraud otherwise the remedy of consumer fora is best one.
