Dear querist, apply for death certificate of your grandfather and get a legal heir certificate. You have to apply for mutation to the RDO/SDO concerned along with the copies of death certificate of your grandfather, legal heir certificate and NOC from your mother.

you have not even narrated whether you contacted tehsil office and whether they raised any object. You never stated if there is need for litigation and straightaway jump to hunt for citation.

Probate of will is not compulsory for property in Banglore. Contact your local lawyer.

I endorse advise of experts, probation of will is not compulsory in Karnataka.
It would be better to consult a local prudent lawyer with relevant records for appreciation of facts and guidance.
