Order returned to the seller.

My order has been returned to the seller without my consent and when I called to the post officer he said that it has to deliver to a non deliverable are so that's why they have returned my order.
How can they return the order to seller without the consent of the customer??

The post office cannot keep the non-delivered article to the sender within a specified time of one week or so. For returning it back to the sender, the post office does not need the consent of the customer.
The action of the post office is based on the rules in force in the department.
